No More Business as Usual: In 2011, WHO's IARC classified RF/MW Radiation from All Manmade Sources as a Group 2B Carcinogen;
In 2013, Dr. Lennart Hardell Called for Change to Group 1

The World Health Organization’s International Agency for Research on Cancer (IARC) convened a committee of 31 international scientists to analyze all of the relevant current scientific literature in May, 2011. The committee determined that radio frequency electromagnetic fields from all manmade sources [mobile communications installations, cell tower antennae, cell phones, wi-fi, wireless computers/tablets, cordless phones, smart meters, wireless baby monitors and more] is a Group 2B carcinogen.

Now Things Must Change

CA Education Code 32060 to 32066 prohibits sale or use of
RF/MW radiation from Wi-Fi in CA Elementary Schools and prohibits
siting of mobile communications facilities/antennae near these schools


  • CA EC 32060: "[Items] which contain/[emit] toxic substances or which are potential human carcinogens pose a significant danger to the health and safety of school children."

  • CA EC 32060: "Elementary school children are protected by prohibiting the sale of these toxic substances to schools, school districts, and private schools for use in kindergarten and grades 1 to 6"

  • CA EC 32062: "(a) 'Human carcinogen' means any substance listed as a human carcinogen by the International Agency for Research on Cancer."

  • CA EC 32062: "(b) 'Potential human carcinogen' means . . . Any substance which does not meet the definition of human carcinogen, but for which there exists sufficient evidence of carcinogenicity in animals, as determined by the International Agency for Research on Cancer.

  • IARC Monograph 102, 6.1: "evidence in humans for the carcinogenicity of radiofrequency radiation. Positive associations have been observed between exposure to radiofrequency radiation from wireless phones and glioma, and acoustic neuroma."

Problems with Wireless Radiation & Kids

Children absorb twice as much RF/MW Radiation as do adults.

The American Academy of Pediatrics states "Current FCC [RFR] standards do not account for the unique vulnerability and use patterns specific to pregnant women and children. It is essential that any new standard for cell phones or other wireless devices be based on protecting the youngest and most vulnerable populations to ensure they are safeguarded throughout their lifetimes."

Local Govt. Must Protect Public Health

The federal Commerce Committee handling the House Bill H.R. 1555 specifically stated on July 24, 1995 that
the US Congress's intent was to protect the public health and safety in the deployment of wireless facilities.
In reporting out H.R. 1555, the Commerce Committee discussed why it believed such action was necessary:



The Committee finds that current State and local requirements, siting and zoning decisions by non-federal units of government, have created an inconsistent and, at times, conflicting patchwork of requirements which will inhibit the deployment of Personal Communications Services (PCS) as well as the rebuilding of a digital technology-based cellular telecommunications network. The Committee believes it is in the national interest that uniform, consistent requirements, with adequate safeguards of the public health and safety, be established as soon as possible. Such requirements will ensure an appropriate balance in policy and will speed deployment and the availability of competitive wireless telecommunications services which ultimately will provide consumers with lower costs as well as with a greater range and options for such services.

In 1996, the FCC adopted updated guidelines for evaluating human exposure to RF fields from fixed transmitting antennas such as those used for cellular and PCS cell sites. The FCC’s guidelines are identical to those recommended by the National Council on Radiation Protection and Measurements (NCRP), a non-profit corporation chartered by Congress to develop information and recommendations concerning radiation protection.

Let's ignore total power delivered over time and get everyone to look at only a rate of power delivery (SAR)

. . . and to bypass most of that pesky testing, let's make these approvals easy to get with just spreadsheet calculations. We don't want to be bothered actually monitoring the actual total RFEM radiation power where we live and work in order to actually protect public health.

AB-57 Threatens Public Health and Safety

. . . a collocation or siting application for a wireless telecommunications facility is deemed approved if the city or county fails to approve or disapprove the application . . .

The Legislature finds and declares that a wireless telecommunications facility has a significant economic impact in California and is not a municipal affair as that term is used in Section 5 of Article XI of the California Constitution, but is a matter of statewide concern.


AB-57 would tie local governances' hands behind their backs and remove their capacity to provide due process. AB-57 is an unnecessary govt. gift to billion-dollar wireless companies, at the public's expense: damaging our health, safety and wallets.

Local Govt. Given Jurisdiction by 1996 TCA

State of California is not authorized to preempt local governance beyond the federal preemptions
in 1996 Federal Telecommunications Act (TCA §704), nor to take actions that would
effectively bar local governances, from fulfilling their non-preempted obligations.



47 U.S.C. § 332(c)(7) (1994 & Supp. II, 1996) provides: (7) Preservation of local zoning authority (A) General authority: Except as provided in this paragraph, nothing in this chapter shall limit or affect the authority of a State or local government or instrumentality thereof over decisions regarding the placement, construction, and modification of personal wireless service facilities.

Each Senator to support a re-referral of AB-57 to at least one of the following Senate Committees before AB-57 goes to the CA Senate Floor
